The plan, on a scale of 670 square kilometers, innovatively proposes the concept of a "circular city" based on the theory of linear cities. The circular part represents public transport corridors, while the center of the circle is arranged with ecological green lungs, public buildings, and protected villages that serve the public interest. The size of the circular city depends on the speed of public transport; the circumference of a circular city primarily based on suburban rail can reach 150 km, while that based on trams is 20-30 km.
