Ashgabat is the capital of Turkmenistan, which became an independent oil and gas country in 1989. Government agencies decided to build a new city at the foot of the mountains south of the Iranian border, forming the new administrative center of the country. The project supports the principles of flexible sustainable urban development, and the concept of the city has begun to take shape: the project structure is based on the understanding and utilization of snowmelt, storage, and irrigation in the context of a century-old major flood, transforming them into irrigation water and becoming a reserve for water to cope with drought during the summer.
