This planning relies on natural tourism resources and local cultural heritage, developing mountain leisure and sightseeing functions while protecting the ecology. The theme is an ecological leisure experience at the mountain top, creating a diverse leisure functional area with the characteristics of Phoenix Mountain that caters to all age groups. At the same time, public transportation connects major coastal public spaces such as the Hong Kong Cultural and Arts Center and the Phoenix Mountain Tourist Town, achieving functional complementarity and mutual support. The integration and restoration of ecological factors in Phoenix Mountain also improve the regional ecological network.
