Creating a recognizable riverside is the primary starting point for the base design. The scattered architectural layout will homogenize with the surrounding area, making it difficult to stand out. Therefore, we propose to build a concentrated "castle-style" architectural group within the base. Combining the functional positioning of the base, we attempt to establish a strong contrast along the riverside: on one hand, the natural scenery of the two-level large platform park viewed from the riverside contrasts with the distant view of the functional architectural complex; on the other hand, the layout of the horizontal office and residential buildings contrasts with the scattered vertical buildings in the surrounding area. The existing sewage treatment plant on the eastern side of the riverside acts like a wall, isolating the river from the city. The vacant land on the western side of the base, closer to the city, will be connected to a viewing platform above the sewage treatment plant via a gentle slope.
